The Blue Card is an EU-wide work permit allowing high-skilled non-EU citizens to work and live in most member states of the European Union (not Denmark, Ireland and the United Kingdom). It aims to attract highly qualified non-EU nationals by simplifying entry procedures and residence rights.
It has been enacted in Germany with the newly created § 19a Aufenthaltsgesetz (AufenthG) and will come into effect as of August 1, 2012.
The required yearly salary will be € 44.800 in 2012, and only € 34.944 for occupations where Germany is particularly lacking in qualified workers (e.g. engineers, doctors, IT-specialists, mathematicians).
The Blue Card will be issued for a maximum duration of 4 years and can be renewed. Changing jobs is generally possible. Access to a permanent permit (Niederlassungserlaubnis) is generally given faster than usual. Family members can accompany the Blue Card holder and there are provisions for spousal reunification.
